Stutz was born in a sod house in Ness County, Kansas on January 1st, 1893 to Valentine C. and Susan (Oetzel) Stutz. He attended the University of Kansas between 1916-1919. Before finishing college, Stutz enrolled in officer training school in Leavenworth, Kansas and served as an Infantry One Pounder Gun Divison Instrucutor. The Kansas Emergency Relief Committee was created in 1932 by executive order under the name of the Kansas Federal Relief Committee. This Committee consisted of twelve members appointed by the Governor to assist in transacting business between the state and federal governments.
